HB 2 and the Teacher Incentive Allotment

House Bill (HB) 2 of the regular session of the 89th Texas Legislature increases support and funding for the Teacher Incentive Allotment (TIA).

Beginning with the 2025-2026 school year, HB 2 provides for increased TEA technical support, increased regional support from education service centers (ESCs), the addition of an Enhanced TIA designation for school systems, and a review of National Board Certified Teachers.

Additional expansions are planned for the 2026-2027 school year, including a new level of teacher designation and an increase in the per-designation allotment funding formula.

TEA will communicate additional implementation details as they are refined.
