TEA Rolling Out 2028 A-F Accountability Refresh

The Texas Education Agency (TEA) is refreshing its A-F accountability system, with changes set to take effect in 2028.

The agency is inviting stakeholders to learn more about the proposed refresh through its 2028 A-F Refresh Roadshow, a series of Zoom webinars seeking to raise awareness and knowledge and gather public input. You can view materials for previous webinars and register for upcoming sessions here.

Additionally, TEA will be accepting public feedback through spring 2026 ahead of publishing its preliminary 2028 Accountability Manual in the summer. Stakeholders are invited to fill out this survey.

Changes Coming to CCMR

Part of the refresh includes updates to the list of TEA approved industry-based certifications, or IBCs. Over 2000 certifications were reviewed and a new list of IBCs was published in October 2025.  

Along with updating certifications, TEA implemented a rule in June from the State Board of Education to assign each IBC to a tier based on demand and earning potential for that credential. Tier 1 IBCs meet the criteria of being an in-demand certification that aligns with a high-earning occupation, down to Tier 3 certifications that do not meet that same criteria.  

Ultimately, the tier system will likely impact the weighting of CCMR credits.
