Staffing Benchmarks Available Now

HR Services members can access the 2024-2025 staffing benchmarks in the HR Services Resource Library (member login required).

These benchmarks are updated annually based on organizational standards, state averages, and analysis of trends from HR Services consulting projects.

Staffing is a systematic process that ensures school districts have the right number of people with the right skills to fulfill the organization’s educational needs. When staffing, internal and external changes must be considered.

Benchmarking is a tool used to develop an effective and efficient staffing structure to balance a budget, identify innovative strategies to analyze current staffing patterns, examine staffing ratios, and create alternative staffing plans. The objective of applying benchmarking concepts is to identify and implement best practices.  

Benchmarking reveals current practices and identifies what others are accomplishing with their allocations through the comparisons made. Additionally, benchmarking can be used to develop a plan to prioritize future efforts and accelerate the change process.

Benchmarking can improve the organizational understanding of current staffing practices and encourage team building and collaboration among district leaders and across campuses and departments. Ultimately, it provides a baseline to focus improvements, standardize practices, and justify staffing decisions.

HR Services Assistant Director

Karen Dooley joined HR Services in 2016. She provides oversight to a team of consultants providing staffing services, HR reviews, and other projects. She provides training and assists school districts with their HR-related needs. Dooley is a seasoned administrator with more than 17 years of HR experience in Central Texas districts as a coordinator, director, and assistant superintendent. She also worked as an assistant principal, counselor, and teacher, and holds a superintendent certificate.

Dooley received her master’s degree from Prairie View A&M University and her bachelor’s degree from Texas State University.
