Open to all Texas school districts, local governments, and other political subdivisions in the state of Texas, we harness the purchasing power of our members with a focus on compliance and helping members save time and money. Plus, membership is free! Ready to join? 

The TASB Energy Cooperative was created in 2008 to help governmental entities with the procurement of electricity, transportation fuels, and other types of energy products, commodities, and services. The Energy Cooperative seeks to increase the purchasing power of governmental entities and simplify the energy procurement process.

Current offerings available to members through the Energy Cooperative include:

  • Retail Electric Provider Services
  • Fixed Rate Unleaded Gasoline and Diesel
  • Rack Rate (Spot Purchase) Unleaded Gasoline and Diesel
  • OPIS Rate (Spot Purchase) Unleaded Gasoline and Diesel
  • Index Rate (Spot Purchase) Unleaded Gasoline and Diesel
  • Index Rate (Spot Purchase) Propane

We can help you compliantly procure:

  • Electricity: Members in deregulated electricity areas in Texas can procure electricity through a service agreement with a retail electric provider awarded by the Energy Cooperative.
  • Fuel: Members can obtain unleaded gasoline, diesel, and propane from awarded vendors by making a spot purchase of oil that is leaving the refinery gate or by participating in our fixed-rate fuel program.

Both of these programs provide numerous benefits.

  • Compliance and transparency: Vendors awarded through the Energy Cooperative are competitively procured to help members with compliance with Texas local and state procurement requirements. All vendors are treated on equal terms and are on the same plane of competition.
  • Member governance: The Texas Association of School Boards (TASB) administers and handles the day-to-day activities of the Energy Cooperative. The board is governed by a board of trustees, most of whom are elected officials and employees of Texas public school districts. The board governs the Energy Cooperative and awards all contracts directly with no delegation of award authority to staff. 
  • Public education and local government support: The Energy Cooperative was created to support and serve public schools, municipalities, counties, and all types of local government agencies in their energy needs.

Membership is free and easy:

  1. Complete the Interlocal Agreement (pdf).
