Meet the Board Development Services Consultants

Our consultants have years of experience in working with and/or serving on school boards.

Bill Rutherford, EdD, is in his fifteenth year as a board consultant for Texas school districts. He develops and administers board development programs, designs and delivers curriculum addressing board service, provides consulting services to local districts, and is the program manager for Leadership TASB—a leadership training program for experienced trustees.
Bill is highly regarded and sought out for his expertise in school governance, leadership, and Texas state history. He was previously a professor of government at Odessa College and served on the Ector County ISD Board of Trustees, and he is a former public schoolteacher, having taught in both Bangs and Odessa, Texas.

Bill received his EdD from Texas Tech University, MA from the University of Texas-Permian Basin, and BA from Howard Payne University.

David has worked with the Texas Association of School Boards since 1985. David has trained school board members in a variety of topics over the years. Some of the topics he has presented include: Planning for the Future - Strategic Planning for School Districts, communicating with the Media and Community During a Crisis, and Dealing with Difficult People among others. David is known as the "meetings geek" to board members and administrators because of his extensive knowledge in running meetings. 

Furthermore, David has conducted team-building, goal setting, strategic planning, and continuing education sessions for many governance leadership teams (school board members and superintendents) in Texas.

David is professionally qualified to administer and interpret the Myers-Briggs Type Indicator and is a certified mediator. He is also certified as a strategic planner. David is also certified to conduct Crucial Conversations workshops. He has been a member of Toastmasters International since 1985 and has earned the distinction of Able Toastmaster. He received his Bachelor of Business Administration (BBA) degree from St. Edward's University and his Master of Science in interdisciplinary studies (MSIS) from Southwest Texas State University.

Kay Douglas, JD, has worked in board consulting and development since 2002. She calls herself “the board whisperer” and is probably best known for training thousands of “baby” board members and giving them her super secret cell phone number. Encouraging team building through thoughtful conversation, her goal to put the “fun” back into dysfunction and required training.
Kay received her law degree from the University of Houston and her BA in psychology from Columbia University. After working in the General Counsel’s Office of the Texas Department of Criminal Justice, she was a prosecutor for 13 years in Walker County and trained prosecutors for the National College of District Attorneys and the Texas District and County Attorneys Association.

Kay served for 16 years on the Huntsville ISD Board of Trustees and is a graduate of Leadership TASB.  She is a trained mediator and VitalSmarts®-certified trainer for Crucial Conversations and Influencer.

Orin Moore, MBA, has worked to support public education as a manager, administrator, and board consultant since 2000.  He has worked as a board consultant since 2015. Before joining the TASB staff, Orin was an administrator at Smithville ISD.
In taking a “whole system” approach, he puts as much energy into building healthy team dynamics as he does evaluating programs and systems for productivity. His appreciation for working equally well with both data and people is the result of receiving valuable mentorship and guidance over the years. 

Orin earned an MBA in entrepreneurship and a BA in psychology from Rice University in Houston. He is a VitalSmarts®-certified trainer for Crucial Conversations.

Phil Gore, PhD, is serving in his sixth year as division director for TASB’s Leadership Development Services and in his thirteenth year working in school board development. Phil co-edited Improving School Board Effectiveness: A Balanced Governance Approach, published by Harvard Education Press, and is a frequent speaker in governance workshops across the country. 
A former Seattle-area school board member, Phil has worked for the National School Boards Association and was Director of Leadership Development Services for the Washington School Boards Association.

Phil completed his PhD and MEd at the University of Washington in educational leadership and policy studies. His research focuses on the factors and sources of information that school boards consider when evaluating a superintendent. Phil’s BA in management is from Northwest Christian University in Eugene, Oregon. Prior to working in school governance, he was a pastor and youth minister for 20 years.

When Phil is not working in school governance, he enjoys long distance running, cycling, kayaking, and hiking with his family and friends.
