What is the Student Performance Domain Worksheet?

Under Texas statute, the results on the district’s annual performance report must be a “primary consideration” of the board in its evaluation of the superintendent. The annual performance report is the document in which the district reports on educational performance as measured by the Academic Excellence Indicator System (AEIS).

To assist boards in using the results of this report, the commissioner of education has developed the Student Performance Domain Worksheet. The worksheet provides a summary of information from the AEIS report. Specifically, it summarizes

  • Accountability ratings for the district and the campuses in the district
  • Adequate Yearly Progress (AYP) status for the district and each campus
  • Summary of current year TAKS results in reading, English/language arts, writing, math, social studies, and science reported by student group (available from AEIS reports)
  • Completion rates for the two most recently reported years and dropout rates from the most recent year, broken down by student group (also available from AEIS reports)

Has the worksheet changed for this evaluation year?

Yes, the form was updated in December 2007 to reflect current calculations for completion and dropout rates and additional measures for assessing Gold Performance. 

Where do the board and superintendent get this worksheet?

The superintendent is expected to fill out the worksheet and provide it to the board in advance of the board’s evaluation of superintendent performance. The data the superintendent uses for completing the worksheet comes from the district’s most recent AEIS report.

How is the board expected to use the worksheet in its evaluation of superintendent performance?

The board is expected to use the data from the worksheet in two ways:
  1. As part of the data the board uses in assessing superintendent performance on each item on its locally developed superintendent evaluation instrument.
  2. As data to consider in setting priority performance goals for the superintendent for the coming year.

The commissioner’s purpose in requiring the board to consider this performance data in assessing each item on the evaluation instrument, even if not related to student academic achievement, is to reinforce the idea that all areas of a district’s operations ought to be managed with an eye toward improving student performance.

The purpose in requiring its use when the board develops goals for the superintendent for the coming year is to ensure that improved student performance remains a primary focus of the board’s expectations of the superintendent.

Can the board use other data, as well, in assessing superintendent performance?

Yes. The board may use whatever additional data—student performance or otherwise—it deems appropriate for assessing the various aspects of superintendent performance included on its locally developed evaluation instrument. However, it must consider at least the data included on the worksheet.
