Holly Claghorn, Senior Attorney

Holly has been with TASB Legal Services since 2002.  She has primary responsibility for development of the TASB model employment contracts and is the lead author of TASB Legal Services’ Guide to Educator Contracts and TASB Legal Services’ Guide to Superintendent Contracts. In addition, Holly is the co-editor (with Senior Attorney Amy Magee) of the legal reference material in the Policy Reference Manual.

Holly attended Bryn Mawr College in Bryn Mawr, Pennsylvania, and The University of Texas at Austin, graduating in 1986. She received her law degree with honors from The University of Texas at Austin in 1990.

After law school, Holly clerked for Chief Justice Jimmy Carroll of the Third Court of Appeals of Texas. From 1991 to 2002, she was in private practice with Matthews & Branscomb and Thompson &Knight, both in Austin, specializing in labor and employment law.

Holly is a member of the School Law and Labor and Employment Law sections of the State Bar of Texas and has been board certified in Labor and Employment Law by the Texas Board for Legal Specialization since 1996. Holly is also a member of the Texas Council of School Attorneys and the National Council of School Attorneys.
