Qualifications & Characteristics

The superintendent, as chief executive officer, is accountable to the Board of Trustees, which expects the superintendent to be the education leader of Bloomington ISD. The CEO works closely with the Board of Trustees to develop and implement policies and programs designed to carry out the district's mission.

In concert with the staff, students, parents, and community, the Board of Trustees has identified certain characteristics and qualifications as highly desirable:

  • A motivational, visionary leader who can build broad consensus in achieving district goals and plan strategically to develop education programs and effectively use all of the district's resources

  • Effectively delegates and empowers staff members to discharge their responsibilities while remaining knowledgeable and accountable for accomplishing the district's mission

  • Sensitive to staff morale and supportive of the roles of all school employees

  • Energetic and willing to make a commitment of time to the school district and community

  • Believes in teamwork, is open to other ideas, and practices participatory management

  • Knowledgeable of existing rules, regulations, statutes, and federal requirements applicable to school district operations and cognizant of the legal aspects of educational administration

  • Possesses and models high moral standards, personal ethics, and unquestioned integrity

  • Highly visible and regularly visits campuses and programs, supports students and staff, and maintains an active role in the community

  • Clearly understands how the teaching/learning process best functions and demonstrates evidence of the ability to raise achievement levels

  • Understands the value and importance of diversity and has experienced success in working with a population and culture similar to Bloomington

  • A "people person" who initiates efforts to interact with all segments of the community by building a climate of respect, candor, mutual trust, and cooperation

  • An effective communicator who is sensitive and appropriately responsive to the concerns of students, families, teachers, staff, and board members

  • Has a balanced perspective of academics, athletics, and extracurricular activities

  • Successfully managed both instructional and financial domains

  • A sound decision maker with an open management style focused on what is best for all students

  • Understands small schools and desires to work in a small community

  • Interested in the operational responsibilities of support staff and strives to maintain current knowledge by periodic personal observation

  • Possesses a valid Texas Superintendent's Certificate and has demonstrated successful experience as a superintendent, assistant superintendent, central office administrator, and/or principal
